Rich and Cheryl Mackey

Co-founders of Arrow Outreach, Rich and Cheryl Mackey are in a support role as Arrow Outreach transitions. In 1992, Rich become heavily involved in developing a ministry for 10- to 12- year-old boys in Ensenada, Mexico. This ministry moved to Juarez the following year and grew to encompass outreach to youth, families, and communities. Stateside churches began to work with the Mackeys to build community centers, homes, and school buildings in Juarez. Under Rich’s leadership, these ministry activities expanded and evolved to become the Arrow Outreach of today. Rich has served as Director. Cheryl works as a professional counselor and provides administrative support for the organization.

As of January 2022, Arrow Outreach became the Arrow Outreach Foundation Fund, a Donor Advised Fund (DAF), under the umbrella of the El Paso Community Foundation (EPCF). Becoming a Foundation Fund will allow Arrow to reduce administrative costs and simplify organizational management by utilizing EPCF’s support services.   

The El Paso Community Foundation, established in 1977, is nationally accredited by the Council on Foundations and has been recognized by the Council for operational excellence. The EPCF serves nonprofits and charitable initiatives in Southern New Mexico, Far West Texas and Northern Chihuahua, Mexico, annually investing $15 to $20 million in various causes.  The EPCF is the umbrella for 500 funds holding over $160 million having started with no dollars and funds.
